OBIEE 12c: Logins Fail in a Cluster when OBIS1 is Down (Doc ID 2330289.1)

Symptoms

In a 2-node cluster with OBIEE 12.2.1.2.0 where the nodes are located in different Data Centers ...
Note: horizontal scale-out across geographic data centers is not supported.

 

When the BI Server (obis1) is down on the Primary node, it is expected that users would still be able to login successfully to OBIEE as the BI Server (obis2) on the Secondary node is still running.  However, user logins fail and the following errors are observed in the logs:-
