Symptoms

On Oracle Business Intelligence Applications Consumer 7.9.6.4 version,

DAC Server hung intermittently and cannot restart the execution plan. Due to hung, DAC Client is not getting connected to DAC server.
The following error messages can be found in DAC Server Log -

Error:

ANOMALY INFO::: The server is unable to bind to the specified port: 3141Please update repository with a valid Server Port number
MESSAGE:::Connection refused: connect
EXCEPTION CLASS::: java.net.ConnectException
