EPMA to Essbase Deployment Error: "User '<username>' Does Not Have Any Privileges In The System. Please Assign User Privileges In Administration console" (Doc ID 2358955.1)

Symptoms

When performing an Essbase cube deployment from EPMA, getting following error:

Error. User '<username>' does not have any privileges in the system. Please assign user privileges in administration console.

Also, in Shared Services, when selecting Essbase Studio following error is shows:

EPMLCM-17000: Failed to authorize user for LCM migrations

EPMA to Essbase deployment uses Essbase Studio, so the issue may be related to Essbase Studio.  The Essbase Studio server.log file shows the following error:

Caused by: com.hyperion.cp.catalog.exceptions.CatalogInitializationException: The database '<dbname>' does not contain Studio Catalog tables. Please verify the value of the parameter 'catalog.db' in server.properties file.
