Symptoms
You have fresh installation of OBIEE 12.2.1.2 and then you migrate OBIEE from 11g to this 12c version by following below document

2 Migrating from Oracle BI 11g to 12c
After your migration, you are not able to login analytics 12c,but able to login to console,em without any issue.
The following error is recorded in the latest saw log when you try to login:
