Symptoms

Unable to access FR Config/jconsole used to configure FR Mbeans.  The JConsole opens, but an error similar to the following displayed when attempting to connect to the java process started by FRConfig.cmd

    Connection Failed: Retry?
    The connection to #### did not succeed. Would you like to try again?

Where #### is the Process ID associated with the java/javaw process started by FRConfig.cmd
