HFM Web Service Cannot be Stopped (Doc ID 2379515.1)

Symptoms

Schedule to restart all EPM services, However found that the HFMWeb server (HFMWeb0) cannot be stopped with a message "already stopped", but the service is still running in the background. So when it starts up again, there is an error.

Scenario:
