Essbase Application Not Starting, "Error(1019018) DB file is missing." (Doc ID 2383421.1)

Hyperion Essbase - Version 11.1.2.4.000 and later
Microsoft Windows x64 (64-bit)

Symptoms

When trying to start an Essbase database from the Essbase Administrator Services (EAS) console, getting and error:

Error:1019038 DB file is missing

The application log shows following message:

"Error(1019018) Unable to Find or Open [D:\Oracle\Middleware\user_projects\epmsystem1\EssbaseServer\essbaseserver1\APP\<appnbame>\<dbname>\<dbname>.db]
