Shared Services Error When Configuring MSAD with SSL: "EPMCSS-05138:Failed to validate Security configuration" (Doc ID 2393016.1)

Symptoms

Configuring/modifying the MSAD User Directory for authentication using Shared Services Console->Administration->Configure User Directories, select the MSAD directory -> Edit:

1.  Enter Name, hostname, check SSL box, and other required fields.
2.  When clicking Next, following error is shown:

EPMCSS-05138:Failed to validate Security configuration. Failed to connect. Invalid values for host or port. Enter valid value(s).
