Error "JBO-26061: Error while opening JDBC connection" When Accessing Data Management And FDMEE DB Schema Will Be Locked

Symptoms
After installing / Configuring Hyperion Financial Data Quality Management (FDMEE), when trying open Data Management from Workspace, user will get the error "JBO-26061: Error while opening JDBC connection". Once the error occurred the FDMEE DB Schema will be locked in Database level.
When checking with Oracle DBA, the account is locked due to the Invalid credentials has been sent to the schema and it gets locked.

3. Oracle Data Integrator(ODI) Primary / work Repository
After changing the password for a schema, when running EPM Configurator, it will automatically update the schema user name and password in all those places. But some times, ODI Work Repository will not get updated with new password. If the ODI Studio installed then, connect to the FDMEE Repository and check the connection. Usually Primary Repository will connect but work Repository won't connect. ODI Work Repository Login fails with below error.
oracle.odi.core.config.WorkRepositoryResourceFailureException: ODI-10182: Uncategorized exception during repository access. Could not get JDBC Connection;
When performing the test connection 3 times for the Work repository with failed attempts, the DB schema will get locked.
Changes
FDMEE Database Schema password has been changed after the initial configuration.
EPM Configurator was ran to update the new password with Configure Database and Deploy to Application Server options were selected. But still users cannot access Data Management.
