Symptoms

The IP addresses of the server(s) where EPM is installed were changed.  After that IP address update was done, the WebLogic managed servers (like FoundationServices0, HFMWeb0, RaFramework0 etc) did not start up successfully.

The following error was seen in the Managed server logs -

#### <Error> <Server> <SERVER> <Managed_server> <DynamicListenThread[Default]> <> <> <> <1527021353790> <BEA-002606> <Unable to create a server socket for listening on channel "Default". The address <OLD_IPAddress> might be incorrect or another process is using port <port>: java.net.BindException: Cannot assign requested address: JVM_Bind.>
#### <Critical> <WebLogicServer> <SERVER> <Managed_server> <Main Thread> <> <> <> <1527021353790> <BEA-000362> <Server failed. Reason: Server failed to bind to any usable port. See preceeding log message for details.>
#### <Notice> <WebLogicServer> <SERVER> <Managed_server> <Main Thread> <> <> <> <1527021353790> <BEA-000365> <Server state changed to FAILED>

The registry report indicated that there were no IP address references and the EPM servers ONLY referenced the fully qualified name.
