Symptoms

When trying to use downloadrpd  command, the following error occurs:

Connection failed, the server processes may be down, the host name, port number, service instance, or protocol (http/https) may be incorrect. Please check server logs, such as bi-lcm-rest.log.0 and obis1-diagnostic.log..

When trying to use uploadrpd  command, the following error occurs:

 uploadRpd Failed: Failure in trying to acquire lock. Check bi-lcm-logs or diagnostics. Error Desc Code: DESC_CODE_SERVER_EXCEPTION.

and diagnostics.log  shows:

Exception while locking metadata updates: java.lang.RuntimeException: Unable to parse file - service.xml. n
 Internal Exception: org.xml.sax.SAXParseException; lineNumber: 1; columnNumber: 1; Premature end of file.]
