Not able to Migrate FDMEE Using LCM (Doc ID 2481465.1)

Symptoms

When trying to migrate FDMEE artifacts using LCM getting below error,
 
"EPMLCM-13000: Service currently not available"

Failed to connect to "http://*********:19000/aif/LCMServlet" while performing explore/listing of application - "FDM Enterprise Edition". Received status code - 500 with error message - "HTTP Post Execution error occurred during - "WebPlugin.getArtifactListing". Exception : Connection timed out: connect"
