Symptoms

Trying to migrate an ASO outline file to Essbase using Essbase Administration Services (EAS).   Outline can be opened but saving it to a newly created application/database errors:

Fail to save outline due to error 'Writing unicode-encoded outline is not unicode-enabled or a not unicode-enabled server is not allowed
