Can not open data extract template after upgrade EPM to 11.1.2.4.000

Popup error: EPMHFM-65536 An unexpected error has occurred.

HFM web tier log, oracle-epm-fm.log, contains errors like:

An unexpected error has occurred. Message: For input string: "EA_EXTRACT_TYPE_FLATFILE_NOHEADER"[[java.lang.NumberFormatException: For input string: "EA_EXTRACT_TYPE_FLATFILE_NOHEADER"

An unexpected error has occurred. Message: For input string: "EA_EXTRACT_TYPE_FLATFILE"[[ java.lang.NumberFormatException: For input string: "EA_EXTRACT_TYPE_FLATFILE"
