Generate Report Binder Not Working Properly When Selecting Attachments

Symptoms
When selecting a schedule and then Generate Report Binder, it extracts all of the tasks and their level of completion. However, when selecting "Attachments" so that it will create a separate folder of attachments, it either:
1) Doesn't generate any attachments,
2) Sometimes has some attachments or
3) If highlight the specific tasks it extracts some/all of them.
