OBIEE 12c: Error “You Don’t Have Sufficient Access To Read From This Database” Accessing Essbase

Symptoms
When attempting to define a filter in Essbase to restrict user access to a specific member/members, the user receives the following error:
ERROR

“You don’t have sufficient access to read from this database”.
STEPS
-------
The issue can be reproduced at will with the following steps:
1. Setup OBIEE and Essbase 'ESSloginAS' integration.
2. Provide full read access in Essbase. The connection works and data can be retrieved by the user.
3. Next, add filters in Essbase to restrict user access to specific member/members and receive the error above.
4. PERSISTUSERATLOGIN attribute is set to True.
