Application Server Deployment fails in EPM with error "java.lang.UnsupportedOperationException: WLST was not initialized" after upgrading EPM Java version to 7

The EPM deployment uses the wlst (The WebLogic Scripting Tool) to run the deployment

The EPM configtool.log has he following errors

Caused by: java.lang.UnsupportedOperationException: WLST was not initialized, check logs for details

 EPM java version was upgraded to JDK 7 version using the following KB article. The changes were done using Option 2 in the KB article
