Following a restart of services, a user's first attempt to open an HFM application receives error: "An unexpected error has occurred. Check server log or contact your system administrator for more information". A second attempt to open the application succeeds.
Logs might contain the error: "Server <SERVER_NAME> is unavailable, connection could not be established....Connection refused: connect".
