Symptoms

When attempting to deploy an application the following error occurs:
09/26/2019 15:09:27 : Server is unavailable, connection could not be established.
09/26/2019 15:09:29 : Opening the application.
09/26/2019 15:09:29 : Unable to open the application. , Server is unavailable, connection could not be established.
09/26/2019 15:09:29 : Deploy completed with errors.
