AIF, Calc And Planning Will Not Start In 11.2 Compact Deployment (Doc ID 2655774.1)

Symptoms

Installed and configured a new 11.2 EPM instance on a single Windows 2019 Server as per the Install Docs and blog posts by others.

Compact deployment for all web services.

After starting services, most of the web applications start successfully, but EM shows that 3-4 services consistently fail to deploy: AIF, Calc Manager, Planning, and sometimes HFM.

Tried shutting down and deleting the Temp and Cache Folders from C:\Oracle\Middleware\user_projects\domains\EPMSystem\servers\EPMServer0 with no difference in failures.
