Analytic Provider Services (APS) Deployment in Enterprise Performance Management (EPM) 11.2.2 Fails to Accept Smart View Connections On Restart with Error com.essbase.api.base.EssException: Cannot connect to Provider Server. (Doc ID 2693784.1)

Symptoms

After initial Deployment of EPM 11.2.2, APS Starts without any errors on first run and users are able to connect from Smart View.
After shutdown and restart the APS deployment fails to work properly.

From Smart View when trying to connect to APS URL get below Error:
com.essbase.api.base.EssException: Cannot connect to Provider Server. Make sure the signon parameters are correct and the Provider Server is running.

See the following error in AnalyticProviderServices0.log
<Error> <HTTP> <BEA-101216> <Servlet:"oracle.webservices.essbase.DatasourceService" failed to preload on startup in Web application: "/essbase-webservices".
java.lang.RuntimeException: Failed to deploy/initialize the application as given archive is missing required standard webservice deployment decriptor.
