The OBIEE Configuration Assistant fails and the following error is observed:
Error in connecting to the Database: Oracle database at host {host name} port {port #} service name {service name}
Error: ORA-00604: error occurred at recursive SQL level 1
ORA-12705: Cannot access NLS data files or invalid environment specified
