Workspace and Document Repository are Missing from the Explore UI Under Default Application Group

Information in this document applies to any platform.
After logging in to Workspace, the Explore icon is missing from the menu bar. This happens for all users including administrators. Additionally, upon selecting Navigate > Administer > Shared Services Console > Application Groups, Default Application Group is missing Document Repository.
