ODI Manual Upgrade for FDMEE 11.2.5/6 Failed With "Schema Version Registry Table Does Not Exist" (Doc ID 2787937.1)

Symptoms

Upgrade ODI in the manual task - required for 11.2.5 upgrade-  Failed
the UA log  throws the following error message:

Cause: The schema version registry table does not exist, because the required 12c schemas, such as the new Service Table schema, have not been created by RCU. The registry table must exist in order to run Upgrade Assistant.
Action: Create the required 12c schema using RCU before running the Upgrade Assistant. Refer to the upgrade planning guide for the list of required schemas for this release.
