OBIA 12c: Cannot Login To ODI Studio On Windows: ODI-10199: Incorrect ODI username or password (Doc ID 2874559.1)

Symptoms

After installing ODI Studio 12.2.1.3 on Windows as part of OBIA 12c (11.1.1.10.3) and applying the included ODI patches, users cannot login.

The same ODI Studio version on Linux is able to login and the same cwallet.sso, jps-config.jse.xml and System-jazn-data.xml have been copied in as specified in the installation guide.

The primary error is: oracle.odi.core.security.BadCredentialsException: ODI-10199: Incorrect ODI username or password.

The studio.log ($ORACLE_HOME\odi\log\studio*.log) showed errors including: Malformed IPv6 address at index 8
