After Java Upgrade To 1.8.0_333, Unable To Create Or Run Agents Error: Malformed IPv6 Address At Index 8 (Doc ID 2876085.1)

Symptoms

Java JDK has been recently updated from JDK1.8.0_321 to JDK1.8.0_333. The April 2022 OBI bundle patch 33959175, WLS PSU 340109914 and Bundle patch for Oracle Coherence 1221328 have been applied.
After applying these patches, users are unable to open a new agent or run an agent as Oracle BI Delivers hangs. The following error is found in the logs:

Error: 'From BI Security Service: Malformed IPv6 address at index 8: ldap://[hostname]:port.'
