EPMA HFM Deployment Error "The system failed to load the metadata" "Cannot load metadata because of integrity constraints" (Doc ID 2897464.1)

Goal

When EPMA HFM application is deployed, the deployment completes without any error. But when you open the EPMA deployment log it shows "The system failed to load the metadata" as one of the lines in the deployment log.
Further when HFM ODL logs are reviewed there is an error that says  "Cannot load metadata because of integrity constraints"
Deploying with and without  integrity check is not successful.
