OBIEE Fails to Start After RCU Oracle Database was Upgraded from 12c to 19c (Doc ID 2898751.1)

Symptoms

The Oracle Database hosting the RCU schemas for an OBIEE 12c environment was upgraded from Version 12c to 19c using an in-place upgrade approach. 

After the database upgrade, WLS & OBIEE were restarted (using <DOMAIN_HOME>/bitools/bin/start.sh) but the OBICCS, OBIS, OBIPS and OBISCH servers failed to start.

In the .out logs for the OBIEE components, the following error was observed: 

errCode:-5 errSQLStateBuf:HY000 errMsg:[Oracle DataDirect][ODBC Oracle Wire Protocol driver][Oracle]Unexpected Network Error.
errCode:0 errSQLStateBuf:08003 errMsg:[DataDirect][ODBC lib] Connection not open
 

In the trace logs generated after enabling ODBC tracing (in the <DOMAIN_HOME>/config/fmwconfig/bienv/core/odbc.ini file), it was observed that a connection to the Oracle Database as the <Prefix>_OPSS RCU schema using the "opss_datasource" ODBC DSN was failing, and the following error was observed:


"[Oracle DataDirect][ODBC Oracle Wire Protocol driver][Oracle]Unexpected Network Error."
...
SQLEndTran with return code -1 (SQL_ERROR)
...
"[DataDirect][ODBC lib] Connection not open"
