OBIA 11g / 12c: New Hires With A Future Start Date Are Not Showing Up In The Report

Symptoms
New hires with a future start date are not showing up in the report.
The session variable (NQ_SESSION."HR_WRKFC_MAX_EFFECTIVE_DT") is populated with the last load date.
And because of the OOTB logic in RPD which uses this variable, it always returns employees with effective start date less than or equal to the last load date and hence the report is not showing up the future start dated employees.
The solution provided in the (Doc ID 2153134.1) works only if the future hire date is within the end of the current month.
