Symptoms

When attempting to login in to BI analytics or to load the RPD via the BI Administrator tool, initial login is taking about 5 minutes. However, once the user logins, everything appears to be functioning normally. 

Restarting the environment and re-deploying the existing file in production did not result in any changes. There are various init_block/database login issues when checking logins in the nqserver.log.
