Fresh install of OAS 5.9 failing at RCU summary steps

Error "Migration of V1_0_2_0_0__inlined_data.sql failed."
SQL State 42000
Error code 904
Message : ORA-00904: "DBMS_LOB"."SUBSTR": invalid identifier
Location : com/oracle/bi/contentstorage/schema/oracle/V1_0_2_0_0__inlined_data.sql (/opt/app/oracle/product/fmw/oracle_common/bin/file:/opt/app/oracle/product/fmw/bi/modules/oracle.bi.contentstorage/bi-contentstorage-sql-schema.jar!/com/oracle/bi/contentstorage/schema/oracle/V1_0_2_0_0__inlined_data.sql)
