FDMEE Data Load Process Struck Stays in Pending Mode After Migration to Oracle 19 Data Base (Doc ID 2950490.1)

Symptoms

After migration to an Oracle 19 DB, all services working fine except FDMEE.

After rollback to the previous version, the FDMEE start working again.

The process stays in pending mode and doesn't write anything in the process log.
