Essbase 21c: Applications Fail to Start Up, Error in the UI: "Failed to activate lightweight process."

Symptoms
When first starting up, Essbase applications start successfully. After a while, application startups fail and receive an error in the Essbase web: [Failed to activate lightweight process.]. The same error happens when trying to do an adhoc analysis in Smart View, where Essbase should start the application.
The apsserver log has the following:
Essbase Error(1244022): Application <appname> must be loaded
Cannot load/start olap application. Essbase Error(1200448): [Failed to activate lightweight process.]
The jagent.log has the following:

java.io.IOException: Cannot run program "/u01/Oracle/Middleware/essbase/products/Essbase/EssbaseServer/bin/ESSSVR": error=38, Function not implemented
java.io.IOException: error=38, Function not implemented
Once these errors start, no applications will start and a restart will be necessary until the error recurs and then another restart will be necessary.
