Symptoms

Unable to apply OHS patch for July 2023 CPU to EPM 11.2.8 environment with error:  

Running "opatch version" for the opatch executable being used showed opatch version 13.9.4.2.13

Attempting to re-apply the opatch upgrade fails. Opatch upgrade log shows error accessing file Oracle\Middleware\ohs\oui\modules\private\commons-codec-1.8.jar
