FDMEE LCM Utility Reporting Error "EPMFDM-140087:Internal error encountered" (Doc ID 2978020.1)

Symptoms

Running an LCM export of the FDMEE components (via the cmdline utility) reporting failures with 'EPMFDM-140087:Internal error encountered' reported in log.

It appears to be working fine in Non-Clustered env, but failing in Clustered env. Testing has shown, that on more than one occasion, logging into workspace as that user and navigating to Data Management without doing any task causes the migration to complete without errors shortly after, it appears to keep doing this until services restarted.
