Symptoms

Foundation Services Stuck when starting up on line "Spawned HUB Cleanup thread"

Shared Services were deployed successfully, and all the services started without error. After that the Configurator was run to update so "Common Settings". After that, cannot get Foundations windows service to start. It gets stuck.
