Symptoms

Server upgraded from OBIEE 12c to OAS
Test adaptor connect, which was already configured and working in 12c RPD under Manage >> Identity >> Directory Servers

Received error:
[53017] Failed to load LDAP Library: oraldapclnt11.dll
