Discoverer Reports Time Out in eBS - "Unable to connect to the Oracle Discoverer Application Server" (Doc ID 820702.1)

All Discoverer 4i workbooks run from any menu in any version of e-Business Suite.


When the user opens any Discoverer workbook in an e-Business Suite environment, it can take up to 5 minutes to open. Sometimes the workbook fails after that time, in which case the following error message is displayed : 

"Unable to connect to the Oracle Discoverer Application Server:
Wide Are network connection failed, failed to connect to locator."

The same reports may work fine in another instance and always work fine from Discoverer standalone, using the same Discoverer server, username and responsibility. 

-- Steps To Reproduce:
1. Log into e-Business Suite.
2. Run any of the problem workbooks.
3. The error message is displayed, or the workbook opens after about 5 minutes, when it should take only a few seconds.
