OBIEE 10g: Error: "[nQSError: 13011] Query for Initialization Block 'Authentication' has failed. " The HR_ORG Variable for Analytics E-Business Suite Org-Based Security is not Initialising (Doc ID 827506.1)

Symptoms

You tried to configure OBIEE with Oracle eBusiness Suite HR Org-Based Security.  You set up the HR_ORG variable (row-wise) under the HR Organizations initialization block as per the documentation. But the variable is not initialising. The query was tested (replacing the :USER variable with a surname) and it works with direct SQL, so the statement itself is not an issue.

The NQServer.log file shows the following errors:

[nQSError: 13011] Query for Initialization Block 'Authentication' has failed.
[nQSError: 17001] Oracle Error code: 12154, message: ORA-12154: TNS:could not resolve the connect identifier specified
at OCI call OCIServerAttach.
[nQSError: 17014] Could not connect to Oracle database.
