EPM IQR Error: "No GSM was found to be running, will try again in 10 sec"

The symptom is described by the following scenario:
There are two servers where server1 has complete set of Enterprise Performance Management (EPM) 11.1.1.2 and server2 has a complete set of EPM 11.1.1.2.
They are configured using the shared same RM1 folder (Active-Active configuration). The Server1 Core services start fine independent of Server2 but server2 Core services are dependent on the Server1 and will not start until and unless the server1 Core are started.
When Server2 Core services are started, it throws an error "No GSM was found to be running,will try again in 10 sec"
