Entering DISCOVERER 11g Password Fails - " INST-07120: Unable to connect to the Database with the given credentials " (Doc ID 959058.1)

The following error is displayed after entering the DISCOVERER schema password in the "Specify Schema" screen of the Portal / Forms / Reports / Discoverer 11g Installer or Configuration Wizard.

INST-07120 : Unable to connect to the Database with the given credentials: Invalid user name/password

After a few retry attempts, the error changes to:

INST-07064 : Unable to connect to the Database with the given credentials

The install log has the following error:
