Symptoms

When a Call Object Kernel (COK) is recycled, depending on the time when it is recycled it is possible that this COK kernel will be removed from the available COK kernel list so that no new BSFN requests (submitted from BSSV or JAS) will be attached to this COK kernel and an error will be thrown.
