E1: PKG: Custom UBEs Ends With Error After A Full Server Package Is Deployed - Spec.INI Error

Symptoms
Package Deployment Issue. After deploying a full server package (Package Name : PDFULLB), a lot of recently changed custom UBEs or custom UBE versions submitted to the server ends with Error status.
From the UBE log, found that system is referring spec tables from an old package name PDFULLA instead of the newly deployed package name PDFULLB.
Example of Select Statement found in the custom UBE log:
