E1: JAS: How to Change the JAS/HTML Server Timezone for Any Application Server (Doc ID 1260014.1)

Goal

Web/HTML client users and the HTML server are not in the same timezone.  For example, users are in India (GMT+5.30) and the server is in the US (GMT-7) timezone. The HTML server logs messages based on the US time-stamp.  For business reasons, you need the HTML server to run in the India timezone. Also, the logs (e1root log, user level debug log, etc.) have the Indian time-stamp for troubleshooting certain Web/HTML client issues.

You do not want to change the server/machine (where the application server is running) timezone value because it will affect other processes as well.   You would like to know how to make this change.
