E1: SEC: Security Does Not Take Effect Due to Corrupt Record in F00950, Column FSTEXTID (Doc ID 1320072.1)

Symptoms

Some users report that they are unable to perform actions in EnterpriseOne due to restriction in security. These limitations appear random and can have different symptoms. For example, user might be unable to access data selection for some UBEs, run EnterpriseOne applications, click on row exits, etc.

Upon reviewing security in Security Workbench (P00950), the security administrator finds the user should be allowed to perform these actions. There is no conflicting security applied to different roles or user ID. There is no mismatch between the environment the user logs in and the environments associated to roles user has.

Reviewing debug log files for call object kernels associated to the user session on the web we find a mismatch between the total number of security records that exist in table F00950 and the actual number of records read.
Oracle databases will return the following error message following the DB query against F00950:

Issue has been originally reported on different application and tools release, from application release 8.12 with 8.97 to 9.0 with 8.98 tools release.
