E1: OUTBND: RTE setup with TR 9.1 and above (Doc ID 1454690.1)

Goal

 After installing Tools Release 9.1, the Transaction Server is not receiving RTE events.  The following error is found in the transaction server log:

 01 May 2012 09:18:01,057[SEVERE][BASE]com.jdedwards.database.base.JDBException: [TRANSACTION_TIMED_OUT] Transaction timed out due to inactivity.
