Goal
The JD Edwards EnterpriseOne US Payroll product has been enhancement to accommodate the Davis Bacon Act. The Davis Bacon Act of 1931 is a United States Federal Law that requires paying the local prevailing wage for public work projects. Employees working federal government construction projects must be paid no less than the stated prevailing wage and prevailing fringe benefit amount for similar projects.
Prevailing wage is based on the employees work classification and what the average rate of pay for that classification is in the area that the job is performed. The Federal Contractor must pay employees working on a Federal Project the prevailing rate for the job classification assigned to that employee plus any benefits that apply to that classification.
The new functionality will:
Store prevailing wage and fringe benefit rates by job
Create rules to compare total rates or only fringe rates
Create rules to establish which fringe DBAs calculate for a given prevailing wage DBA code
Create processing rules to determine what action is taken when a discrepancy occurs
Provide detailed reports showing changes made to an employee’s pay
