E1: ESU: R98700 ESU Merge Process Occasionally Fails to Merge ER with Existing Code

Symptoms
Intermittently during the ESU installation the R98700 shows object to be CHANGED successfully, however the Event Rule (ER) from the ESU did not actually get merged into the existing object.
Example: R07136 object from JM13821. After running the R98700, it showed that the object was CHANGED with SUCCESS. However, upon examining the code, the ER changes expected from the ESU installation were not present in the object.
