Symptoms

All system table like users, roles, security did not get copied over during run of Pristine Upgrade Plan. Only user JDE and system users are populated from New (ex: 9.1) installation.
Ideally these should have been done in initial tasks workbench during Pristine Upgrade Workbench run. Second deployment server for upgrade was used.
