E1: ORCH: Orchestrator Client and Studio. Authentication Failure or Login Failed and Unable to Find Orchestration (Doc ID 2040956.1)

Symptoms

1. Authentication Failure when attempting to log on to the AIS Orchestrator Client  (http://AISServer:AISPort/jderest/client) or Orachestrator Studio (IoT - 9.2.0.2 or above)  http://adfServer:port/OrchestratorStudio/faces/index.jsf

This only affects AIS running on WLS. The AIS Server in debug/verbose mode will show the following traces:

05 Aug 2015 16:28:42,981 [DEBUG ]  - [AIS]      AISClientServlet session Exceptionhttp://AISServer:AISPort com.oracle.e1.aisclient.JDERestServiceException: 401 Verifiy WLS Server Basic Authorization Header configuration in domain config.xml, enforce-valid-basic-auth-credentials must be false: 

Or if on Tools 9.2.1.2 and above, could get an error as shown below when trying to login to the Orchestrator Studio:
